No, you need to have a DATA plan. But here is the trick, tell them you want the pay as you go/use thats also a DATA plan but if you ever use it it will cost you $$$. After you get the plan go on to phone options and change the number that it dials in order to connect to the internet. This would prevent you by accidentally going on the verizon internet. At the end you just use wifi to connect to the internet.
