Why is Colin Powell accepted into the Democrat Party since he pushed Bush's agenda?

It was Powell's testmony before the UN in 2003 where he erted that "there can be no doubt that Saddam Hussein has biological weapons and the capability to rapidly produce more, many more." Powell also stated that there was "no doubt in my mind" that Hussein was working to obtain key components to produce nuclear weapons.
