Federal Government vs. State government in Hurricane Katrina Issue.. What do you think?

First blame should be put where it rightfully belongs. When the people in New Orleans and the gulf coast of mississippi heard from the national weather service that a cat 5 hurricane was coming their way they should have used their God given intelligence and left. As far as government responsibility, it starts at the bottom and works it's way up. First local or city, then state, and then federal. Things could have went better in all phases but in fairness I don't think that anyone thought that that storm would be of that magnitude. I believe that people should now look at what went right and be thankful that there were not thousands upon thousands of lives lost.
